Frank was born in Oilton, Oklahoma on March 24, 1951 to the late Kirby Boyd Bartley & Dorothy Marie (Peacock) Bartley. He passed from this life at his residence in Mannford on May 26, 2022 at the age of 71 years, 2 months, & 2 days. Frank was raised & educated in Olive & was a 1969 graduate of Olive High School. Shortly after graduation he married Dixie Louise Gordon & they raised 2 sons: Robbie & Jeffery. In 1969 he joined the Oklahoma Army National Guard & was honorably discharged in 1975. During his lifetime, Frank had a long & successful career in the welding industry. He had worked for many companies and traveled all over the world welding & building Oil & Gas Refineries. Towards the end of his career, he became a welding instructor at Drumright Central Vo-Tech and retired after 10 years teaching. In addition to his parents, he was preceded in death by a brother: Wyatt Bartley.

His remaining family includes 2 Sons: Robbie Bartley & wife Michelle of Humble, Texas – Jeffrey Bartley & wife Shawnee of Maple Hill, North Carolina; Grandchildren: Hunter – Collin – Carson - & Caden; his partner & former wife: Dixie Lee of Mannford; 2 Sisters: Wanda Bolstad of Catoosa – Darlene Dillard & husband Bill of Sapulpa; plus several nieces, nephews, other relatives, & friends.
